[cobalt-developers] Qube 3 ftp resume upload

How do I enable the REST command for the FTP server on the Qube 3.  I'm
having a hell of a time uploading on a slow connection.  Any glitch, I have
to start over, I get the following
" Append/Restart not permitted, try again."

I'm using ProFTPD 1.2.2rc1 Server (ProFTPD),
Client: FTP Voyager

Resume works fine when downloading from the Qube but not when uploading.
