what probably happened is the machine (linux) user was created successfully but the cobalt database
wasnt updated, so the control panel interface isn't aware of the users existance.

telnet in and look at the password file (pico /etc/passwd) and see if the user 'kevin' is listed.
if so remove him (userdel -r kevin) (not sure if that works on a raq)
