[cobalt-developers] pserver cvs query

Does anyone know how to remove the restriction on pserver
access to cvs to only the admin account?  So

:pserver:admin@cube:/cvsroot login  (works!)
:pserver:any_user@cube:/cvsroot login (fails!)

I found the restriction for ssh access.
