Thanks for the advice below. It seems to be the right advice in theory, but
for some reason, still doesn't work. I am guessing that perhaps connections
to Oracle require some additional permissions we don't know about.
I have solved the problem with:
permission java.security.AllPermission;
only in the tomcat.policy.custom
