[cobalt-developers] created automated users on a cobalt by a form

Hello everybody,
I developed a small interface of free management of email around mailman.
The requests are stored in a mysql base and it is necessary that I create
the users manually.


I would like that the creation of the users are done automatically.  I
backed up the creation users form of the administration interface but when I
want to create one to use via this page, he says to me

Maximum The number of users has been reached.
Increase the to use limit in the Site Settings  small gold delete has to
use.



Does somebody have an idea?
