[cobalt-developers] Problem Running caddvsite

I am having a problem with the caddvsite command. Has anybody had this
 happen. If you have what did you do to fix it or what should I look
 at to see way it is not running.
I run the Command to add a vsite to the rag and it does not do anything
it just sets there. I upgraded the scripts with the latest ones and it
still does not do anything no error no nothing. I have run this on
many servers but this is the first time the script will not run. This
is on a raq3.
This is being run at root
/usr/sbin/caddvsite -i 192.168.1.1 -n www -d bar.com -e -w -q 500 -u 20 -t -x
