[cobalt-developers] Restoring only one person from RAQ backup

I backup using the GUI backup.  It backs up via FTP to my Windows server.

The extension is RAQ.  Does anyone know how to just restore only a specific
user from the RAQ file?

Better yet, what format is the RAQ file?  It's not tar.  It seems to be
text.  A huge text file.
