As root do:

/etc/rc.d/init.d/postgresql stop
echo "local cobalt crypt">/var/lib/pgsql/data/pg_hba.conf
/etc/rc.d/init.d/postgresql stop

It should be working like a charm now.

What OS is he running?  I've never seen an error formatted like that
before.  If he can't connect and you can, and you're sure you're not
firewalling his IP (check 'ipchains -L -n', it's his problem.
