It's a known cobalt-bug issue... services are running while they're marked
as not running... You solve it the microsoft way...
If something doesn't work in windows, what do you do? You shutdown the
program and reload it, and the problem is solved.
Here, we have the opposite, it works while it shouldn't... so we do the
opposite, load it, and shut down it again...
meaning, go to the control panel, mark up ALL the services to be running,
hit "save changes". After it's done, unmark all what you DON'T need, hit
"save changes" again, and the problem should be solved...
