I love this ideal people (ISP) do want the world sometimes, but here is a
work around
Using something like SecureFX SSH client (this supports a macro lanuage)
It is/maybe possible to link an external system to add/remove sites/users
from your own DB
As cobalt do have a command line interface for the feature.
The DNS files can be simple added updating the /etc/named/records text file
and refreshing the cobalt GUI every 24 hours

OR you could write a scripting solution locally using the following
format...

http://admin:[ADMIN_PASSWORD]@[IP.OF.YOUR.RAQ]:81/cgi-bin/.cobalt/siteAdd/si
teAdd.cgi?ipaddr=[IP.OF.YOUR.NEWSITE]&hostname=[HOSTNAME]&domain=[DOMAIN_NAM
E]&bw_setip=[]&emaildomain=[on]&webdomain=[on]&diskquota=[10]&volume=[home]&
maxusers=[1]&ftpquota=[5]&ftpusers=[10]&Submit=Submit&page=[siteadd]

Then a useradd URL
get the variables from your DB, the only thing you can't check is
usernames/quotas etc by posting directly to the siteAdd script as it passes
all the checks (bad)
a the useradd version won't check usernames and passwords either (bad)

But that should point you in the right direction

does there exist publically-accessible or privately-purchasable
documentation for the Perl modules that drive the RaQ?  If the info can
only be acquired by blood, sweat, and tears, that won't be a surprise.

We're looking at automatically provisioning websites from our customer
billing system.
