[cobalt-developers] Is telnet & FTP automaticialy open for users?

Thanks for Ilmars Knipshis for replying my previous
question!! Here I have another two which my be simple
for you but not me. 

1 ) I wonder if telnet & FTP are automaticially opened
for all regeristed users??? My client need to use
telnet and FTP to communicate with their client PC.
However, the only configuration I found that is about
"telnet/Ftp to the Qube 3." I can set rule on
accessing the Qube 3. However, is there any way I can
set rule for users of using telnet & FTP???

2) I have created some users and assigned them with
100MB space. I wonder someday if they resign and I
delete their account. Then, does the Qube 3 system
release the space for other use??
