Hey there,
I had a similar problem (at least I think). Are you manually managing
security with .htaccess or are you using front page to manage security?
You should us frontpage if you plan to manage your webs that way in the
future.
Remove server extensions (using the cobalt admin desktop). Delete .htaccess
in your web dir, then reinstall server extensions (admin desktop, assign
your password, etc). Load the page with frontpage (using your new
password). Select tools, security and assign your usernames/passwords for
your admins, authors, etc.

Has anyone encountered the following problem, or know how to resolve it
When trying to publish a website with Microsoft FrontPage, it doesn't allow
it, it refuses the username and password as if it is wrong,
Yet you can still log in to the site with a standard ftp program and you can
still collect the mail,
