Hy,

inside the directory directive you specify special settings for the named 
directorys (i think including subdirectorys). In your case you define settings 
for the root of your raq (where usr, and home and so on stays).

These restrictions should be as safe as possible, because no one should get 
access to this dir's via webserver.
