[cobalt-developers] Frontpage Extensions Not Installing

I'm having a very consistent problem with frontpage extensions
not installing in /home/sites/site6/web on a RAQ4

If I specify frontpage in the GUI, no extensions are installed.
If I then turn them off in the GUI the following is placed
in the /web directory
_vti_pvt
which has frontpg.lck

I've tried deleting both of the above, rebooting the server, but
the extensions won't install.

What else can I try?
