The number of users that matters is the number that is specified as the
"maximum" number of users allowed for the site. Not the actual number of
users with accounts in the site.

As of a couple of patches ago (for the RAQ3 at least), Cobalt now requires
that a site has a quota of at least 3 megabytes per user if FrontPage is
going to be enabled for that site (e.g. A site with a maximum of 20 users,
must have at least 60 megabytes of disk space assigned to it, if FrontPage
is enabled for that site).
So, you either have to increase the quota for the site or hacck the script
that does the migration to lower that requirement or get rid of quota
checking all together.

We are migrating some sites fram a Raq3 to a Raq4. All latest patches have
been applied. Doing a selective virtual site migration, we have exported
(cmuExport) sites on the Raq3 and transferred the resulting directories
(binary ftp) to the Raq4. However, cmuImport complains:
"Site quota is not large enough to support FrontPage and the maximun number
of users <virtual site> in <virtual site>" (typing error courtesy of
cmuImport :)
A very few sites went without any trouble, but we have not identified any
pattern as to which sites are causing this error.
Could anybody help us? have some of you experienced the same?
