There are jumpers on the motherboard, but they are
hard-wired at the factory. This is probably a good
thing, since when we brought up the Raq-4 we found
all sorts of interesting thermal issues with the
450 MHz processor.
Cooling things in a 1U form factor is not trivial.
Doing things that add heat and draw extra power,
such as faster CPU's and different disks can have
strange and odd side effects.
