The problem isn't "why", but "will my raq see and use all the 512 Megs?"
Just telnet to your raq, type
free
at the prompt and look what it says: on my system (64Mb) it says
(cutting what is not necessary!)
             total
Mem:         63312

It you get 512Mb, you're sure it uses all of your RAM. Then, you can try
to understand why "Server Configuration" says so ..
