It sounds like your problem is with DNS. Have you registered a domain name for the RaQ4? You will then need to setup the DNS service on the machine, and tell your registration service your hostname / IP address.
For now, you should have a DNS server from your ISP that you can point to. You would then be able to at least resolve hostnames and get to the 'net.
