Because the RaQ isn't made for this, it requires setting up a complete
site for each domain on the second RaQ.

I'd call it "mail.domain.com" where "mail" is the hostname. Be sure to
check "Receive mail for domain" and be sure NOT to check "Receive mail
for domain" when setting up the first RaQ.

Then create two dns records where your dns zone is hosted: an A record
pointing mail.domain.com to an IP# on the second RaQ, and an MX record
pointing domain.com to mail.domain.com.

Then set up the users on the second RaQ.
