I knew it wasn't truly *arbitrary*, but I knew it wasn't straight-forward
as the original poster thought it should be - knew it was stored someplace,
now I know where. Thanks.

A side question: can that file be *re-ordered* so as I bring on a new site
for a given ip they could be the one-tester that can access via IP for some
time period until I designate that privilege to another site?

Sure, but my previous posting about changing the DocumentRoot is much easier.
