That it wants to download the file only means that Apache is not interpreting it as PHP code.

Check that you have the correct extension for the file as specified in the httpd.conf or such. .php, .php3, etc..
Also make sure that your lines in the httpd.conf for PHP are uncommented out as pointed out int the PHP documentation.

Finally, restart apache with something like: /path/to/apache/bin/apachectl restart
then look at the log messages for any errors pertaining to PHP.

What is basically happening is that Apache is not interpreting PHP pages.. It does not necessarily mean that PHP is not working :) Hopes..
