Take a look at http://www.supportwizard.com/

It is free for a two-user licence (but costs above that). We did some
research (not exhaustive) and this one had most of the features we wanted
and ran on Linux. We have been using it as our main in-house TS problem
report database system for a couple of months and are very happy.

If anyone knows of something better we'd love to learn of it.
