Seen that before - both on Cobalt kit and white boxen running Linux - with
analogue modems and digital ISDN TA's.

ISTR it was either a problem with the MTU on the PPP link (dropping it to
something like 600 cured the problem at the time), or something to do with
the compression negotiated by the PPP link (try adding novj etc. to the pppd
command string).
