[cobalt-developers] perl @INC fix

I fixed the perl path problem by the simple expedient of removing the rogue
perl modules from the /usr/local/lib and /usr/local/bin directories. and
then rebooted the system.

the perl startup then found perl first in the usr/bin path and everything
was ok from there
