i don`t knnow if admin can ftp by default. however, this is no good
idea, as admins password is transmitted unenncrypted, and admin is a
user with special privileges (more rights than normal users, including
the right to su to root).

ftp in as a normal user, then use secure shell to access the server
(telnnet has the same problem as above), and move/chown the file where
you want it.
