Kevin,
When you upload the file and rename it, it is still
there but you can't see it with FTP or telnet for some reason. If you use
FTP (bullet proof ftp for example) you can choose to manually download a file
and if you type in .htaccess as the file name then it will find it, but it does
not show in the directory listing. This applies to most apache unix
servers as well as the raq3.
