[cobalt-developers] .hushlogin / specific version of login ?

last night i threw out /etc/issue + /etc/issue.net, the relating lines
in /etc/rc.local and replaced /bin/badsh (my first c program :-), as i
don`t want the os and kernel version to be yelled out to the world...
but i cannot prevent login to check for new mail and display the message
when a user logs in via telnet/ssh, even if he don`t has shell access.
following the man login (creating .hushlogin) makes the "last login"
message disappear, but not the "no/new mail" message. (i want to make
the "no shell access message" look the same as a "login incorrect").
is it a cobalt specific version of login ?
how can i make .hushlogin to be created for every new user ? placing it
in /etc/skel doesn`t seem to work. i could write a shell script creating
it, but if there is an easier way ?
