There is no "easy" way to suspend a site on a raq2.
to suspend the web, you can... move it elsewhere, chmod the whole user dir
to (400?) and rechmod it to 2775 when you need to re-activate the account.

This is something lacking on a raq2, beside the fact our only raq2 is
_always_ bugged.
-Ever heard of impossibility to su from admin to root but log as root (all
the server is messed up because of it)
-Ever heard the _whole_ DNS system to go nuts once you install an "upgrade"?
(it happened and we lost everything on the dns... we had to improvise to
re-set the dns right... without that control panel)

In short, I don't recommend using raq2s.  BTW, even raq3 bugs.
