Actually, someone at Cobalt showed how to create an .htaccess document to
disable CGIWRAP on a directory-by-directory basis: very cool, and you don't
have to monkey around with the config files (and void your warranty), but it
is still a security hazard. Use with caution...

Well, I cannot help you with the CGIWrap,
but we just had some discussion about UBB in the
Cobalt users list, where UBB was said to be
a real suck concerning CPU-Resources.

Perhaps you might want to check the archives
of the user-list ?

Of course that's not what you wanted to hear, I know :-)
