Please check the Technical Note which describes how to create Package Files; I believe it addresses this issue.  You can find the latest version of the Technical Notes at ftp://ftp.cobaltnet.com/pub/developer/ in the TechNotes area. Tech Note 2 is the one that describes creating .PKG files for the RaQ 3 line.
