You have to edit httpd.conf; you need to add a line:
Listen 8080

Then you need to find the <VirtualHost> section for the site you want to run
on 8080. Change it from:
   <VirtualHost X.X.X.X>
to:
   <VirtualHost X.X.X.X:8080>

and restart apache.
