You might find it easier to issue the following command once you
are logged in and su'd in:
chsh -s /QPOPPER/ANY/SHELL <user>
Qpopper allows you to set the shell as above and allow for POP3
connections without expecting /etc/shells to actually hold that
line.

ftpaccess is for wuftpd, Cobalt ships proftpd.
