I'm sure that it was merely an oversight.  I've put dump and restore,
and associated friends on:

ftp://ftp.cobaltnet.com/pub/experimental

files are:
dump-0.3-14.mips.rpm
rmt-0.3-14.mips.rpm

to compile dump from source you need  e2fsprogs-devel-1.12-2.mips.rpm,
also

These are completely untested, use at your own risk - hence
'experimental'
